| 摘 要： | 传统公共物品供给模式是政府提供。政府直接供给公共物品面临诸多困境。政府部门的生产缺乏竞争机制、缺乏监督机制及多重代理特征使得政府公共部门的低效率难以避免。公共物品供给可以借助市场力量，形成私人供给、政府促进与私人供给等多种供给模式。

| Abstract: | Traditionally, public goods was provided by Government, which produces a lot of problems. Lack of competitive system and supervising mechanism of government department＇ s production and government＇ s multiple proxy characteristics cause inevitably the public sector＇ s ,low efficiency. The provision of public goods may take advantage of the market force and forms private provision or private provision with government promotion. |
