| 摘 要： | 2006年第十届全国人大常委会对1986年制定的《义务教育法》进行了全面修订。新修订的《义务教育法》进行了许多制度、机制和观念上的创新，彰显出鲜明的时代特色，主要体现在：立法目的是以人为本、保障权利；以法律形式界定了义务教育的性质；规定了公民接受义务教育权利的平等性；强调义务教育必须发展均衡和彰显公平；精心设计了义务教育管理体制和经费保障机制。

The Characteristics and Innovations of New Compulsory Education Law |

| Abstract: | In 2006, we revised the Compulsory Education Law established in 1986. New Compulsory Education Law makes many innovations and can be shown in the following aspects： the law is people- oriented and guarantees rights; it defines the property of compulsory education in a legal way; it regulates the equality of people＇s acceptance of compulsory education; it emphasizes that the development of compulsory education must be balanced and impartial; it establishes the compulsory education management system and finance - guaranteeing system. |
