| 摘 要： | “创造条件让更多群众拥有财产性收入”，是党的“十七大”关于深化收入分配制度改革的一项具有重要创新性的内容。不断提高农民收入、逐步提高居民收入在国民收入分配中的比重、逐步提高劳动报酬在初次分配中的比重、拓宽投资渠道、提供公平的政策环境，让更多群众拥有财产性收入具有重要意义。

| Abstract: | ＂Creating condition for more mass to possess property income＂ is an important and innovative content of deepening income distribution system reform proposed in 17th National Congress of the CPC. This paper discusses the ways of creating condition for more mass to possess property income such as increasing continuously farmer＇ s income, increasing gradually the percentage of resident＇ s income in national income, increasing gradually the percentage of remuneration in the first distribution, broadening investment channel, providing fair policy, etc.. This paper also analyzes the significance of more mass possessing property income. |
