村级治理能力体系指标权重研究

村级治理能力是内在于全体村民的一种内生机制，对乡镇职能而言，它具有较强的政治、经济功能的替代性。但学界大多采用定性研究而缺少定量分析，对村级治理能力的强弱总体上缺乏一种较明确的认识和不同区域的比较分析。采用层次分析法，从定性与定量的角度按照全面性、层次性、可操作性和相关性原则，构建村级治理能力指标体系，能有效解决这个问题，这对于乡镇管理体制变革和村民委员会自身能力建设具有较重要的参考价值。

Study on Indicator Weight of Village- level Government Ability System

Village - level government ability is one kind of endogenous mechanism which is intrinsic in all villagers＇ heart. Compared with town government function, it has strong replacement on political, economical functions. But academic circles mostly uses the qualitative investigation and lacks the quantitative analysis, lacks one kind of explicit understanding and the zones of different comparative analysis as a whole to the village - level government ability. Using analytic hierarchy process and according to principles of integrity, hierarchy, feasibility and relevance, this article constructs village-level government ability indicator system from the angle of quantity and quality, which can solve the problem effectively and has important reference value for the villages and towns management system reform and the ability construction of the villagers committee.
