中国海洋科技创新发展的历程、经验及建议

 党的十八大提出建设海洋强国战略之后，加快建设海洋强国成为新时代发展重要任务。海洋科技创新发展是加快建设海洋强国的重要战略举措。通过对中国海洋科技创新发展的重要历程和主要大事进行梳理，总结了中国海洋科技创新发展的经验和存在的问题，在此基础上从中国海洋科技发展实践出发，对未来进一步深化海洋科技创新，强化海洋科技创新驱动发展提出了对策和建议。经过70年的努力和探索，中国海洋科技快速发展，水平不断提升，成为引导和推动海洋强国建设的重要推动力量。在新时代，中国海洋科技的发展应该回到创新的内核，即海洋科技的创新发展，其着力点有3：一是人才队伍建设；二是加强顶层设计；三是政府引领作用。

The course of innovation and development of China's marine science and technology,a review of experience and countermeasures

After the 18th National Congress of the Communist Party of China proposed the strategy of building a maritime power, it is an important task of the new era to accelerate the building of a maritime power. The innovation and the development of the marine science and technology are an important strategic measure to accelerate the construction of a maritime power. Based on the review of the history and the major events of China's Marine Science and technology innovation and development since the founding of the People's Republic of China, this paper analyzes the experience and the existing problems of China's Marine Science and technology innovation and development, and puts forward countermeasures and suggestions for further development of the marine science and technology innovation and the innovation driven development. After 70 years of China's rapid development of marine science and technology, the level of the continuous improvement has become an important driving force to guide and promote the construction of a maritime power. In the new era, the development of China's marine science and technology should remain in the core of innovation, and focus on three aspects:The construction of a talent team; strengthening the top-level design; and the leading role of the government.
