| 摘 要： | 伴随我国高等教育教育大众化的进程,我国公立高校的贷款问题日益显著,它是由于高校自身发展和政策导向等多种因素所引发的.在此过程中,高校的"自主权"、"法人地位"及和政府间的权责任关系问题相当突出,如不加以尽快解决,高校贷款将给高等教育和政府带来沉重的代价.
