| 摘 要： | 论述了我国农民负担沉重的现状 ,指出农民负担沉重的深层原因 ,不仅在于目前的收费制度存在缺陷 ,更在于农村财政体制、农村行政体制等体制性的原因 ,提出要从根本上解决农民负担过重的问题 ,必须对现行的农村收费制度、财政体制、行政体制进行深入改革和不断完善
