| 摘 要： | 子牙河流域是海河流域防汛工作的重点之一.子牙河流域防洪体系的建设对保护流域内社会经济可持续发展具有重要意义.本文依据子牙河流域内水文特征及防洪体系现状与特点,以"全面规划、统筹兼顾、标本兼治、综合治理"为普遍原则,实现子牙河流域防洪规划,维持并完善"上蓄、中疏、下排,适当地滞"的防洪格局,依据防洪规划标准在流域范围内开展防洪工程规划,并对工程实施效果进行评价.以滹沱河和献县泛区防洪规划为例,经规划该区域防洪能力得到普遍提高,流域内防洪工程中存在的诸多问题得到解决.因此,子牙河流域内防洪规划的最终实现,可使该流域内防洪措施更加完善,流域防洪能力得到普遍提高.
