| 摘 要： | 当今无论是在发达国家还是在发展中国家 ,科学技术的发展都是政府关注的中心议题 ,科技发展战略都成为国家发展战略的重要组成部分。本文从动态平衡的角度 ,提出自适应科技发展战略 ,并对战略选择、战略构成、战略管理以及战略规划等方面进行探讨。

| Abstract: | Nowadays,the development of science and technology is the center subject that governments of the developed and developing countries focus their attention on,development strategy for science and technology has been a crucial part of nation development strategy.As viewed from dynamic equilibrium,adaptive strategy for science and technology is put forward.Its strategic choice,strategic form,strategic management and strategic planning are elementarily researched in this paper. |
