浅议农村公路建设的问题和建议

作为服务“三农”的实质性措施，杭州市把农村公路建设与国道主干线建设摆在同等重要位置，并取得突破性进展。但杭州农村公路建设中还存在建设资金缺口较大、建设力量不足、建设用地受限制、管养矛盾较难解决等问题。

Problems in the Construction of Rural Roads and Suggestions

As an substantive measure to serve the agriculture, countryside and farmers, Hangzhou gives priority to the construc- tion of rural roads and the construction of the national trunk highways and has made some breakthroughs. But there are still some problems such as lack of funding, insutffcient building power, limitation of building lands and the conflicts between management and maintenance.
