区域中小企业创新体系的构建

区域中小企业创新体系的构建，对于提升区域内中小企业的创新能力、推动地区产业结构升级、转变经济增长方式以及优化区域资源配置具有重要意义，也是实现区域经济可持续发展和提高区域竞争力的战略选择。有鉴于此，在探讨当前阻碍中小企业创新能力提高的障碍性因素基础上，着重构建了一套涉及企业制度构建与优化、资本融资与运用、人才引进与培养等内部要素以及社会法制环境、社会服务体系等外部要素的区域中小企业创新体系。

Construction of innovation system of regional small and medium enterprise is of great significance in enhancing innovation ability of promoting upgrading of industrial structure, adjusting the mode of economic growth, as well as optimizing the allocation of regional resources; at the same time, the innovation system is also a strategical choice to achieve regional economic sustainable development and improve the competitiveness of the total region. Therefore, based on the exploration of obstacle factors of the innovation ability improvement of small and medium-sized enterprises, more attention is attached to create the small and medium enterprise innovation system which is connected with construction and optimization of business system, financing and use of capital and introduction and cultivation of talents, as well as exter nal factors such as social law environment and social service system.
