| 摘 要： | 现阶段农村基层组织存在的根本问题是体制弊端,机制蹩足,“两委”权力来源及其运作规则矛盾.新时期经济社会发展对基层组织提出了新要求,农村基层组织权力架构及其运作机制的部分失范,使得加强农村基层组织建设既是巩固党在农村的执政基础、加快社会主义新农村建设的需要,更是彻底解决“三农”问题、全面建设小康社会的需要.
