我国发展中小企业的意义、问题和对策

中小企业是中型企业和小型企业的总称，我国将年销售收入和资产总额均在5亿元以下的企业称为中小企业。发展中小企业有着重要的意义，它是我国国民经济持续健康发展的重要基础，对经济增长起着重要的支撑作用；是我国实施改革方案的试验场，对我国从计划经济向市场经济转轨起着积极的促进作用；是我国解决就业的主渠道，对城镇下岗职工再就业和转移农村大量的剩余劳动力，促进社会稳定起着有力的保障作用，当前我国中小企业在发展中存在好高鹜远，缺乏创新，不重视人才，融资困难等问题。为此，国家尽快制定相关法律和政策，为中小企业发展给予积极支持，创造宽松的发展环境；推进中小企业改革和创新，增中小企业的竞争力。

On Development of Small and Mid- scaled Enterprises

The small and mid-scaled enterprise is the sum of small enterprise and middle enterprise. The enterprise with annual sales income and general assets both below 5 billion is called small and mid-scaled enterprise .To develop it has significance.It lays an important base for the continous healthy development of our economics and plays an important sustaining role in economic increase. Small and mid-scaled enterprise is the experimental site where reform program is carried out. It provides the main channel for solving employment, helps realize the reemployment of the unemployee, tranfers the numerous surplus manpower and drives the social stability. At present, there exists unpractical program, lack of creation and troubles in circulating funds, they don't attach importnce to the talented person. So, the goverment should draw up law and policy concerned to support the development of the small and mid-scaled enterprise,create the loose development situation, positively advance their reform and creation and ennance their competitive ability.
