财政绩效管理是现代财政管理的核心,进一步加强财政绩效管理是建设高效责任、公开透明政府的有效举措。地方政府积极开展财政绩效管理,是贯彻科学发展观的客观要求,也是财政改革发展到一定阶段的必然选择。菏泽市财政绩效管理整体上处于起步阶段,还存在着一些亟需解决的问题。在实际操作中,建议在加强绩效改革宣传培训的同时,科学制定绩效目标,逐步建立绩效运行内外控制度,不断创新完善财政绩效管理体系,以及更加注重评价结果的应用。
