| 摘 要： | 科学发展观强调以人为本，一切发展都必须以人为出发点，人是发展的前提；一切发展都必须依托人的主体性，人是发展的动力；一切发展都必须以人为目的，人是发展的终极目标；一切发展都必须看人的发展态势，人是发展的标准。人的全面发展包括作为社会整体人的全面发展和作为个体人的全面发展，也包括现代人的全面发展和将来人的全面发展。
