| 摘 要： | 从我国电子政府的发展现状出发,以上海市各级政府的电子政务为例,对我国各级电子政府建设在迅速发展的同时所呈现出的一些问题及面临的障碍进行分析,并提出以满足公众需求为基点,建设以公众为中心的电子政府,最后提出相应对策与建议,以利真正提高政府的绩效,让公众从中获得真正的收益.

| Abstract: | Based on the developing situation of the E government in China and taking the E governmental affairs of the Shanghai governments at different levels as an example, some problems and the barriers rising in the rapid development of Chinese E government at different levels are first analyzed. Then the construction of the E government with the public as the center is proposed, which aims at satisfying the public demands. Finally the corresponding countermeasures and suggestions are put forward to improve the performance of the government and benefit the public indeed. |
