| 摘 要： | 文明发展和历史潮流要求政府应该成为全体社会成员谋取福利之舟，责任政府的建设是政府民主管理实现制度化、规范化、程序化的重要保障。改革开放的实践经验，全球化浪潮的冲击要求政府定位应遵循“以民为本”的原则。保障民权、尊重民意、关注民生、开发民资、激发民智，是政府实现“以民为本”的路径；建立政府与民间双向互动机制，是实现“以民为本”的关键，“以民为本”将是责任政府发展的路径选择。

| Abstract: | The development of civilization and the historical trend requires the Government serve for the benefit and welfare of. The construction of a responsible government is the guarantee for an institutionalized, standardized and democratic government. Practical experience of reform and opening up, the impact of globalization demands the Government to follow the people-oriented principle. Protection of civil rights, respect for public opinion and people＇s welfare, developing private capital, fully exerting people＇s wisdom are the path to realize a ＂people-oriented＂ government; establishment of a two-way interaction mechanism between the Government and the People is the key to realize ＂people-oriented＂, Which will become a must choice for the responsible government. |
