摘    要:徐州市是江苏省新兴起的一个重要商品粮基地,水资源不足,限制粮食生产的发展,引江水给予补充,十分必要。但是,南水北调东线第一期工程方案不但调水规模小,而且输水路线,水工建筑物选址等方面都存在对徐州市农业用水不利因素。按此方案,第一期工程完成后,农业用水量不但不会增加,而且会加重洪水负担。因此,笔者建议:1.第一期工程调水规模至少在600秒立方米以上。2.提高“三湖”正常蓄水位。3.工程规划应统筹考虑徐州市及淮北地区洪水出路问题。

Abstract:Xuzhou is a new and developing commercial grain base cf great importance in Jiangsu province. Short of water resources , the development of the grain production is prevented. Sc, it is quite necessary to draw additionally the Yangtze River's water for complement. However, not only the first stage project drawing South water to the North is narrow in scale,but also, with the water-drawing plans and the selection of addresses of hydraulic buildings there are unfavourable factors in water utilization in agriculture cf xuzhou . According to the project , after the first stage project is carried out,the burden on the floods would heavily been born, as well as the quantity of water utilization in agriculture would not been increasead. Therefore, I give my opinion as follows; First of all, there should be above 600 cubic metres per second in scale of the first stage project. Secondly, the nermal level of water storage in the "Three Lakes" should be raised.Thirdly, the problems concerning the outlets for the flood water in Xuzhou and the whole Euaibei area should be overall taken into consideration in the project.
