| Abstract: | The paper studies the construction of the three major service systems for the scientific and technological innovation in Shanxi,namely,enterprise incubating services,venture capital and credit guarantee system for small and medium-sized enterprises,analyzes the policies encouraging innovation and gives some corresponding measures and suggestions. |
