Tentative Analysis of the Legal System of Compensating Eco logy for Mineral Resources Exploitation

The concept of compensating ecology for mineral resources exploitation should be defined in legal terms.The exploration of the building of the legal system for compensation should rest on the theory of keeping the balance between two conflicting benefits in the course of exploitation: the economic positive externals and the environmental negative externals.Through the analysis,we can arrive at the conclusion of the deficiency of the legal system concerning the compensation for mining in the current legislation of our country.It is posed that the legal system should be constructed,the two conflicting interests should be balanced and the society should be sustainably developed in harmony.
