| 摘 要： | 1889年,张之洞力排众议使清政府决定兴办芦汉铁路,但在资金问题上发生了争执。中国最终决定向比利时借款,主要原因是中国方面考虑到要均衡各国势力,同时比利时是中立小国,由于历史和现实的原因,也极想到中国投资。

| Abstract: | In 1889,Zhang Zhidong prevailed over all dissent in order that Qing dynasty started to reconstruct Lu-Han Railroad,but there were some dispution about fund.Finally Qing decided to loan from Belgium. Qing wanted to balance the influence of the Great Powers.What's more,Belgium was small and neutral to acceptable.Belgium wanted to invest in China for historical and practical reasons. |
