| 摘 要： | 在大量调查研究的基础上，分析了现行安全生产管理体制存在的不足，并借鉴国外的先进经验，从以人为本的理念出发，在科学发展观指导下，运用现代管理思想，提出了建立一套更完整的、更科学的、更严密的和法制性更强的管理体系和系统方案，为政府决策和扭转目前安全生产被动局面提供了参考。

| Abstract: | s:On the basis of investigation and researches, the authors analyze the weak points of administrative system for coal mines work safety and put forward a plan of establishing a whole set of more complete, more scientific, more well-organized and more legal administrative system. This plan offers a reference for government policy-making and changes the passive situation of work safety. |
