| 摘 要： | 专利制度是激励和保护技术创新的一种制度。技术创新目标的实现离不开管理水平的提升；没有管理创新这一基础，技术创新就无从谈起。制度创新乃是管理创新得以实施的必要条件，是经济可持续发展的保证。专利制度是制度创新的重中之重，专利制度对技术创新具有激励作用。

| Abstract: | The patent system is a system of motivating and protecting technical innovation. The realization of technical innovation's target can't do without the lifting of the management level. Without the base of management innovation, there is no technical innovation. The system innovation is the necessary condition for the management innovation, also is the guarantee of economic sustainable development. The patent system is the most important factor in the system innovation. And the paten system possesses the motivation function on the technical innovation. |
