| 摘 要： | 宪法对公民权利的保障虽然取得了长足的进步,但在立法及其适用方面还存在一定的历史局限.完善宪法对公民权利保障的措施有:更新观念,切实保障公民权利;完善对公民宪法权利的保障范围;完善对公民宪法权利的保障机制.

Some measures are to perfect it: renewing ideas to conscientiously guarantee civil rights; perfecting its domain; perfecting its guarantee mechanism. |
