学术规范建设二十年:综观与反思

摘    要:历时20年的中国学术规范建设大致可以分为讨论与争鸣、行动与实施、贯彻与实施三个阶段,其中的得失值得认真总结和思考。首先要对学术规范及其内容体系有一个准确、全面的理解;其次应该理清思路,找出解决问题的步骤和路径,并且要有明确的路线图和时间表;最后各方要理顺关系,各司其职,拿出一套系统、完整的方案,落实到位,贯彻得力,多管齐下,标本兼治。

Abstract:The 20-year-old academic norm construction in our country may be generally divided into 3 phases, namely (1) contending and discussion, (2) action and (3) implementation. The successes and failures in this process merit our careful review and serious reflection. Firstly, we should have an accurate and all-sided understanding of academic standards and their content systems. Secondly, we should sort out our ideas and find steps and roads to the solution of problems, and moreover, we must have a clear road map...
