关于在合同订立工作中实行项目管理的几点思考

针对海军装备采购制度和军事代表制度调整改革试点以来，装备采购中心面临的工作任务重与采购人员少的突出矛盾，从科学管理、提高效率的角度出发，提出了装备采购中心在行政管理模式的基础上，实施项目组负责制，使行政管理与项目管理有效结合起来，建立矩阵式的管理模式的方法，论述了装备采购中心实施项目管理的必要性，并分析了此种管理方法的优点和不足。

On implementing project management in contract work

Since the reform of navy equipment acquisition system and military representative system, there is a prominent contradiction in equipment acquisition center, that is, huge workloads and lack of acquisition personnel. This paper puts forward an implementing project responsibility system on the basis of administrative management pattern from the perspective of scientific management and efficien- cy improvement, which makes an efficacious combination of administrative management and project management and establishes a matrix management model. By expounding the necessity of the project management in the equipment acquisition center, this paper analyzes the superiority and the shortcom- ing of this management method.
