中国海洋权益所面临的形势及应对措施

进入“海洋世纪”以来，各国在国际潮流的推动下，纷纷调整自己的海洋发展战略，竞相出台各种有利于本国海洋权益的政策、增设各种海洋管理机构，试图在新一轮国际海洋中抢占先机。文中通过对我国在海洋安全、海洋权益的维护等方面所面临的严峻形势，以及目前的海洋管理体制所呈现出的诸多弊端等进行分析，对今后我国海洋战略的发展提出建议。

On the situation of Chinese ocean rights and interests and the countermeasures

Since the beginning of the ＂ocean century＂, every country has adjusted their marine development strategies to the promotion of international trend. In order to anticipate the future in the new round of international marine competition, various policies favoring for its maritime rights and interests are introduced, and also kinds of marine management mechanisms are set up. The paper analyzes the severe situation in marine safety, marine rights and interests as well as many drawbacks in current marine management system. Furthermore, some suggestions for the future development of Chinese marine strategy are proposed.
