| 摘 要： | 阐述了汾河灌区基层供水体制改革中实施用水户参与灌溉管理的必要性，针对目前运行过程中出现的水权管理不善、资金不足、政策不配套、工作人员素质不高等问题，分析了其产生的原因，并提出了相应的解决办法。

| Abstract: | This paper expounds the necessity of practicing water-consumers' pa rticipating in the irrigation management in the reform of the floor water-suppl y system of the Fenhe Irrigated Area, and in the light of the problems occurring in the course of current operation such as the improper management of the water rights, the shortage of the funds, the incomplete policies, and the lower quali ty of the personnel, etc., analyzes their causes, and puts forward corresponding solving measures. |
