清末"预备"立宪程序合理性探析

清末立宪由于采取预备立宪的方式来推行宪政建设,长期以来没有得到学界积极的认识。但是在中国当时的国情下,采取以预备的方式来进行宪政建设有一定的合理性,清政府在预备立宪时期并不足一无所成的,它对于中国宪政建设有着很大启发意义,不能不加分析地一概斥为骗局。

The Rational Analysize of Constitutionalism"Preparation"in the Late of Qing Dynasty

Because Qing Dynasty take the "prepare" to push on the constitutionalism movement, the academic circles often have negative attitude on that. But under the conditions of ancient china, we can see that there were some rational values when Qing Dynasty take the "prepare" to push on the constitutionalism construction . Qing Dynasty had achieved much success when in period of constitutionalism "prepare" . we can not simply criticize the constitutionalism movement was a fraud, while they have many positive significances on the construction of Chinese constitutionalism.
