| 摘 要： | 考察了目前我国高新技术产业发展中的区域差异与结构失衡问题,认为存在的突出问题是:高新技术产业在技术水平和研发投入方面存在着严重的区域差异,东部和中西部地区差距悬殊,高新技术产业产出向东部地区高度集聚;高新技术产业的增加值率过低,出口中进料加工和来料加工装配贸易占绝大多数份额,此外,高新技术产业中研发投入和人才结构也不合理。政府应加大对高新技术产业自主研发的扶持力度,逐步引导高新技术产业由东部向中西部地区的梯度转移,大力推动技术创新,推动高新技术产业的科学发展。

| Abstract: | This paper investigates the existing prominent problems in Chinese high-tech industry in the aspects of regional difference and inner structure of high-tech industry. There are a great agglomeration of the output in the east of the country and large differences in the technical level and the investment in development between the east and the middle-west regions.
