大部制改革亟待厘清的几个关键问题

大部制是西方发达国家实行的有效政府管理体制，我国根据世情、国情、党情的实际，在今年全国人大上，顺利通过了大部制的政府体制改革方案。实行大部制有利于决策、执行、监督的分离和制衡，有利于建设服务型政府。但前几次政府机构改革存在部门利益化阻挠，富余人员分流困难，法律制度供给不足等问题。因此，尝试通过对改革全盘考虑和审慎推进，加强利益协调和监督，完善法制三个途径来保障大部制的顺利开展。

A Few Key Ploblems to be Solved in the"Bigger Ministry" Reform

The ＂bigger ministry＂ system is the effective management system of developed Western countries. According to the Party＇ s, national and world conditions, the NPC of our country passed in this year the government reform programme of ＂bigger ministry＂ system. The ＂bigger ministry＂ system is conducive to implementing the decision-making, implementation, supervision and the right separation and balances, and is conducive to building a service-oriented government. But in the previous government reform there were an obstruction of departmental interests, difficulties of surplus staff diversion, and inadequate supply of legal system. Therefore, the reform should be guaranteed by the careful consideration, the strengthening coordination and supervision of interests, and the improvement of the legal system to make the smooth development of the system.
