| 摘 要： | 当前，实施薄弱学校改造工程，必须切实加强政策指引，确立教育公平理念，坚持公益性国家教育发展政策；必须强化依法行政意识，实施绩效化教育管理问责制度；必须建立健全体制机制，构筑全方位教育支持的制度环境；必须立足多元发展目标，不断推进各项改革的全面实施，促进学校事业全面、协调、可持续发展。
