太湖流域排污许可权交易政策经济学分析

针对太湖流域环境污染情况,运用有关经济学理论,探讨造成环境污染的经济原因。分析了采取积极的、奖励型环境政策,特别是排污许可权交易政策,控制太湖流域环境污染的有效性。提出排污权的初始配置、建立交易平台、设立协调机构和逐步削减许可证数量等政策建议。

Economic analysis on dealing of pollutant discharge permit regime in Taihu drainage area

The causes of the environment pollutions in Taihu drainage area was analyzed using economics theory.The objectives and encouragement policy were proposed to control the pollution,such as the dealing of pollutant discharge permit regime.Economic suggestions,i.e.allocating the initial pollutant discharge permit regime,constructing the dealing mechanism,building up the harmonizing organization,and decreasing the quantity of regime stepwisely,etc,were also proposed in this paper.
