双洎河流域水污染物排放标准的定位研究

从标准性质、预期目标、与现行标准关系、适用范围等方面,研究解决标准制定的整体性和根本性问题,提出双洎河流域水污染物排放标准应定位于解决现阶段流域水污染的重点问题,满足环境管理急需,服务于污染减排,适用于控制流域内工业废水和城镇生活污水的排放,与现行标准并行且从严执行,立足于消灭劣Ⅴ类水.

Positioning Study of Shuangji River Basin Water Pollutant Emission Standard

This paper aims to solve the integrity and fundamental issues of standards development from the standard nature of the target with the current standard,the scope of application,etc. Shuangji River basin water pollutant discharge standards should be positioned to solve the key issues of river basin water pollution at the present stage, meeting the urgently needed environmental management, serving for pollution reduction,appling to emission control of industrial wastewater and urban sewage. The standards should be parallel with the current standards, and be strictly implemented, based on the elimination of inferior class V water.
