公共危机治理中公民精神的价值与培育

年初南方罕见的低温雨雪冰冻灾害，明显暴露了我们公民精神的缺失。公民精神内含着公共利益意识、权责意识、互信意识和宽容意识，这些意识的彰显对提高公共危机治理效能不可或缺。公民精神的培育，不仅要调整公民教育的内容体系，发挥公职人员的模范作用，而且要扩展公共生活空间，让公民在实践中知晓和培育公民精神。

The civism contains the consciousnesses of public interest, right and duty, mutual trust and tolerance. These are absolutely necessarily in advancing the efficiency of public crisis governance.
