发展之所以是党执政兴国的第一要务,是因为：1．按照辩证法办事;2．做到三个代表都要以发展为前提;3．社会主义要强大,不断体现优越性,关键在发展;4．党的先进性本质,归根到底要看其在推动历史发展中的作用。要做到把发展作为党执政兴国的第一要务,就必须集中力量把经济建设搞上去,必须正确把握全面发展的含义,必须正确认识和处理改革、发展、稳定的关系,必须毫不动摇地坚持党在社会主义初级阶段的基本路线。

If the Party takes the development as the first affair in governing and rejuvenating the country, it must concentrate its effort on the economic building, have a correct command of the meaning of development, correctly understand and treat the relation between reform, development and stableness and unswervingly stick to the basic line of the Party in the socialist initial stage.
