| 摘 要： | 产学研创新联盟的建设和健康有序运行必须充分发挥政府职能。借鉴发达国家政府在推动产学研创新联盟发展过程中的角色定位,本文以我国海水养殖业创新联盟为例,重点探讨了我国政府在推动海水养殖业创新联盟建设和发展过程中应该发挥的作用和职能。
