| Abstract: | Based on the multi-level management of State-owned Capital in Property Reform, Multi-role holders (MRHs) are introduced to discuss the multi-levely agenty mechanism . A multi-level decentralized decision model is built to concern with such principal-agency problem, and a sufficient condition is derived for the optimal strategy of central government. |
