Project Management Cycle and Monitoring & Evaluation Process

In this paper, the concepts of project management cycle and monitoring & evaluation (M & E) are discussed, and the relations between project management cycle and M & E process are analysed from the point of view of substainable development. The whole project management cycle is divided into nine stages: identification and analysis, appraisal and selection, negotiation or approval, planning and design, implementation, evaluation of implementation and transition to operation, operation and repayment, monitoring and evaluation of impacts, and new project identification. The M & E process is considered to accompany the whole project management cycle.
