城市流浪乞讨人员救助管理制度探析——以莆田市为例

近年来,城市流浪乞讨人员这一社会现象逐渐被人们广泛关注,面对这一神秘特殊的社会群体,如何有效进行管理已经成为政府的重要课题。在对莆田市流浪乞讨人员及救助管理站进行实地调查、搜集资料的基础上,阐述了目前莆田市流浪乞讨人员救助管理的现状,着重指出在资金投入、救助对象、救助模式等方面存在的问题,并提出了相应的建议。

On the Relief and Management System of Vagrants and Beggars in Urban Area——Case Study of Putian City

In recent years,the phenomenon of urban vagrants and beggars has caused wide public concern and discussion.Facing this special social group,the government has set the problem of how to administrate efficiently as an important issue.Based on the field investigation and data collection on the Urban vagrants and beggars of Putian and the Putian relief and management centers of vatrants and beggars,the thesis illustrates current situation of relief and management centers of vagrants and beggars in Putian city,and points out the problems existed in the respects of investment,the object of relief and the mode of relief,also some suggestions are put forward on these problems.
