依法治国必须切实解决四个问题

文章认为，要依法治国必须解决四个问题：第一，真正做到有法可依，有法必依，执法必严，违法必究；第二，切实加强法制教育，增强人民的公民意识，从而提高人民的法律意识；第三，加强道德建设，提高人民的道德水平；第四，切实贯彻落实依法治党和依法行政。

Four Problems Must be Solved Conscientiously to Run the State by Law

This paper holds that four problems must be solved conscientiously to rule the state by law .Firstly ,there must be law to judge by Jaw must be judged by ,law must be carried out strictly and breaking the law must be investigated and dealt with .Secondly ,law education and consciousness of citizen must be strengthened to deepen the people's consciousness of law.Thirdly,the construction of morality must be strengthened to enhance the people's moral standard.Lastly,running the Party and administrating by law must be put into effect in earnest.
