| Abstract: | Higher Education Internationalization and Localization is not a pair of irreconcilable contradictory.This article start from their connotation,then realized that they have contradictory and unified relations,after make an analysis of the future of higher education internationalization.It also tell us that to make a harmonious relationship between the two is the key to improve the higher education internationalization level of developing countries. |
