| 摘 要： | 在对影响区域电话发展内部因素进行定性分析的基础上，利用系统诊断分析模型，对一定区域范围内影响电话发展的内部因素进行了诊断分析，在计算机上运算后得出各内部因素相互间的影响范围及影响强度，为决策者提供了决策依据。

| Abstract: | Using the model of diaynosing and analysing system,the internal factors,which influenced the developing telephone in certain area,are diaynosised and analy-sised on the basis of quality analysis.After caculating on the computer,the mu-tual influence degree of every internal factor is obtained;this provide the foun-dation for policymaker. |
