从现实来看，山西省人才整体实力与沿海发达省份尚存在较大差距，人才问题已成为制约山西经济社会发展的突出问题和根本制约因素。因此，文章对加大人才开发力度，激发现有人才活力，提升人才整体实力。是建设人才强省的必然选择和根本保证进行了说明。

Human Resources and Sustainable Economic Increase in Shanxi Province

There is a wide gap between the overall strength of talents in Shanxi Province and developed coastal provinces in reality and the talent issue has become fundamental constraints of economic and social development issues in Shanxi. This paper illustrates that increasing development of human resources, stimulating the vitality of the existing talent and enhancing the overall strength of tal- ents are necessity and fundamental guarantee for building a stronger province with talents.
