“城中村”集体资产产权制度改革问题研究

摘    要:随着我国经济的快速发展,各地城市化进程不断加快,“城中村改造”已成为社会各界普遍关注的热点问题。现有的集体产权制度主要存在着产权不明确、分配不公平、管理不科学等问题,这些问题既不能适应市场经济发展的需要,也严重地阻碍着“城中村”的顺利改造,如何对“城中村”集体产权制度进行改革,大体有合作制模式、股份制模式、股份合作制模式等三种思路。就我国的实际情况来看,股份合作制模式是最优选择,为此,需要采取完善股权配置、提高经营水平、转变经济形态等措施。

Abstract:With the quick development of economy and urbanization, the "rebuilding of villages in cities" has becoming the focus. The current collective property fight system has such shortcomings as unclear right, unfair distribution, unscientific management, which is either unfit to the development of market economy or to the reform of "villages in cities". Generally, the models of the system reform have three kinds: cooperation model, share model and cooperation - share model. In present China, the last one is best. For that, such measures as disposition of share right, level of run lift and transformation of economy pattern should be taken.
