| 摘 要： | 物业服务行业中有两种看似相互矛盾的现象，那就是收费难与乱收费现象。然而，仔细分析两者并不矛盾，各有其存在的原因和土壤。列举了乱收费的表现，分析了其一直存在且日趋严重的内在诱因，并试图在此基础上找到治理乱收费的对策，为物业管理行业的健康发展助力。

| Abstract: | In property service, there are two seemingly contradictory phenomenon, namely, it is both difficult and disorderly to charge. Actually, they are not contradictory, for each has their own reasons and soil to exist. The internal causes are analyzed to find the countermeasures for a healthy development of the service. |
