| 摘 要： | 动态分析1996年至2006年全国义务教育阶段预算内生均教育经费的总支出和生均公用经费支出变化,从义务教育经费投入政策变化的视角总结分析了其变化特点及变化原因。义务教育经费应具有刚性、独立性、稳定性的特质,建立独立的义务教育公共财政体制是必要而及时的。
