城镇新型居家养老模式的实践困境与对策思考——以温州市鹿城区为例

城镇新型居家养老模式作为未来一种比较理想的养老模式已经在全国许多城市试行，在取得了一定成效和经验的同时，也面临着诸如服务对象有限、服务内容单一狭窄、服务队伍建设滞后、发展前景暗淡等发展困境。从温州市鹿城区居民居家养老模式的探索与实践来看，造成此发展困境的原因有：认识的滞后与偏差、政府投入的不足和养老主体过于单一。解决这些困境的基本策略为：发挥政府的主导作用；构建政府适度投入与市场化、产业化运作相结合的养老服务机制；加强居家养老服务队伍建设；动员最广泛的社会力量支持居家养老服务事业。

Analysis on Dilemmas in Practice and Its Countermeasures of New Way of Aged Care at Home in Urban District --Case Study of Lucheng District of Wenzhou City

As a relative ideal way of aged care in the future, the new way of aged care at home in urban district has already been practiced in many cities across the country. While the new way has achieved some effects and gained many experiences, it has encountered limited service objects, single and partial service contents, lagging of service team construction, dull development prospects and other dilemmas in development. Based on analysis of exploration and practice on the new way of aged care at home in Lucheng district of Wenzhou, reasons that caused these dilemmas could be summarized as following： lagging and misunderstanding of recognition, insufficient government investments and relative simplified service objects The basic strategies for Chinese government to settle these dilemmas include： exertion of the leading role of governments in all levels; establishment of aged care service mechanism combining governments＇ moderate investments with market-oriented and commercialized operation; further promotion of construction of aged care at home service teams and mobilization of the most extensive social forces to support aged care at home service business.
