"三农"问题与全面建设小康社会

在全面建设小康社会新的历史时期,我国“三农”问题显得十分突出,成为全面建设小康社会的瓶颈。全面建设小康社会的重点在农村,难点也在农村。“三农”问题核心是农民问题。没有农民的小康。就没有全国人民的小康;没有农村的现代化。就没有国家的现代化。因此各级政府必须把解决“三农”问题作为各项工作的重中之重。“三农”问题的解决,不能就“农”论“农”,必须采取“城乡统筹,协调发展”的新思路,只有把“三农”问题放到现代化建设的整体进程中来考虑,解决“三农”问题才有希望,实现全面建设小康社会的目标才有希望。
