我国农村社会保障制度建设的理性思考

分析了社会保障制度产生的根本原因及当前我国农村对社会保障的需求,并且在此基础上,理清了我国农村社会保障制度发展的思路;经济发展水平决定我国农村社会保障模式,社会保障水平的确立要立足于当前和未来的需求,以农民工和失地农民的基本社会保障为突破口实现城乡接轨。

Rational Consideration about the Construction of Rural Social Security System of China

The causes for the existence of social security system and the demands for social security in China rural areas are analyzed, and on the basis of the analysis, ideas for the development of social security system in China rural areas are clarified. The level of economic development decides the social security model in China rural areas, the establishment of social security level should subject to the present and future demands, and the differences between urban and rural areas can be eliminated by establishing social security system for migrating workers and peasants without land.
